Picture molding was used before we had sheetrock and used plaster. Plaster would crack if you put a nail to it so picture molding was hung below the crown molding to hold hangers/hooks which you would hook the picture frame wire on. You’d adjust the picture height by the length of the wire.
@SixteenTonesStudio I had a wooden one I used with a "backsaw" to hang all the picture molding in my house once.
that saw came from a $10 miter box kit, I got one recently and didn't make it through 3 cuts of a 2x4

@Talan Ross okay, that’s a fair argument. The last bicycle I owned was almost 40 years ago and at that time bike frames were steel. Is that frame steel or aluminum? I don’t know. It looks like an old tube steel frame from here. Could an aluminum frame be cut with a backsaw? Maybe. Eventually. But a hacksaw would certainly be faster and easier.
